Many purchases are never advertised or published (for example small call-offs below the Contracts Finder publication threshold), so these are counts of published procurements, not of every purchase. - Procurement Act 2023 regime change: the Act applies to procurements started on or after 24 Feb 2025 (not to devolved Scottish authorities, who keep publishing on Public Contracts Scotland under the Scottish regime). Notices for those procurements are published on Find a Tender under new notice types, and each procurement generates more notices than before. On the portals themselves, Contracts Finder carried 18,412 notices in 2025-Q1 and between 8,980 and 12,276 per full quarter since, while Find a Tender went from 11,767 to between 21,488 and 29,039 (portal search counts, all notice types, retrieved 2026-09-19). Counts before and after 24 Feb 2025 therefore come from different publication rules, so a change in counts across that date is not by itself a change in buying. The series are split at that date (regime_period) and the two periods should not be joined into one trend. - Share-of-notices ratios (VMware notices as a share of all IT notices) are not published: the portals count different units (notices vs procurement processes), the bulk copy of Contracts Finder has coverage gaps in some quarters, and the 2025 regime change moved notices between portals. See 'ratios_withdrawn'. - Values are as published, in GBP and normally excluding VAT. They are award or contract values (the maximum the buyer may spend), not amounts paid. Each procurement carries one award value: re-published versions of the same award are not added together, and separate awards from different years are kept apart. - Medians are the headline value figures. GBP totals are published only as a pair, with and without the 22 records whose published value covers more than the platform purchase (value_quality flags, one rule for every record): 'ceiling_or_programme' (2: a framework ceiling or a whole programme) and 'aggregate_agreement' (20: an agreement in which the platform is one item among others, such as public-cloud consumption or other vendors' products, or a collaborative agreement whose members' shares are also published). Across all 580 awarded values the total is GBP 729,647,388 (the five largest make up 72.9%); without the flagged records it is GBP 237,581,210 (the five largest make up 30.9%). BlueLight Commercial's 2 collaborative agreements are flagged because participating organisations also published 8 notices for their own shares of them (GBP 3,642,535 in total), which are counted as separate procurements: the total with flagged records counts those shares twice. - Pre/post Broadcom (acquisition closed 22 Nov 2023) is tagged by the published contract start date where one exists, otherwise by the procurement's first notice. Some buyers publish notices months after the contract started. - Each procurement is dated by its first published notice (across all portals where it was cross-posted). - Classes and platforms come from reading each notice (rules in classification_rules.json). Low-confidence classifications are included and listed. - End-user-computing (EUC) purchases - VMware Horizon, Workspace ONE / AirWatch, Omnissa since 1 July 2024 - are a class and platform of their own (62 procurements) and are not in the VMware platform count. 6 core purchases (licence agreements or platform hardware) that also include Horizon or Workspace ONE products are counted as core, not as EUC, and are flagged mixed_euc (5 in the VMware platform count, 1 under Nutanix). - 2 procurements name two platforms and are counted under both, so platform counts sum to 622 for 620 procurements. - Paired renewals compare published award values of the same buyer before and after the acquisition; unit prices and estate sizes are rarely published, so a change can reflect a different number of cores or products as well as price. n = 21. Each side is a single award, except where the notices show the same estate was bought under two concurrent contracts that the other side's contract replaced as a whole; these are annualised separately and added. Any other contract (not the one the post contract renews) that continued after the post contract started, and so was not replaced by it, is in neither side (listed under concurrent_notices). Median +42.4% under the published pairing rules; under the alternative choices considered for individual pairs it would be +46.8% (Met Office transition contract), +42.4% (Met Office vSphere subscription added), +46.8% (South Yorkshire PCC award left out), +44.7% (South Yorkshire Police Horizon renewal added to the after side), +52.5% (Met Office transition contract and South Yorkshire PCC award left out, together) (definitions in paired_renewals.summary.sensitivity). - Sell2Wales bulk data covers Apr 2022 - Mar 2026 only; other Welsh notices were found with the site search. Northern Ireland's own portal (eTendersNI) has no open-data licence and is not used; Northern Ireland buyers' above-threshold notices on Find a Tender are included. - Nothing here is a judgement on any buyer or supplier; it describes what was published, to help organisations plan. PERSONAL DATA No personal data is published. Contact points (names, e-mail addresses, phone numbers) and portal user fields are removed from every source record before it is stored; e-mail addresses, phone numbers and named contacts inside free text are replaced with '[email redacted]', '[phone redacted]' or '[name redacted]'; a supplier that appears to be a named individual is shown as '[individual redacted]'.
