What Texas has just ordered
Governor Abbott has directed the Public Utility Commission of Texas (PUCT) and the Electric Reliability Council of Texas (ERCOT) to audit every data centre project currently moving through ERCOT's interconnection process, according to the governor's office. The audit must be completed before any project is allowed to advance, and any scheme that fails to meet the requirements set by the PUCT, ERCOT, or state law will be denied connection to the grid.
"Any project that fails to comply with the requirements set forth by the PUCT and ERCOT, and by state law, must be denied connection to the Texas grid. Simply put, Texans must come first," Abbott said.
The audit requires the PUCT and ERCOT to establish how far each project is paying its own way, how much power it is self-generating versus drawing from the grid, whether it is sourcing or reusing its own water rather than relying on local supply, what steps it is taking to limit impact on neighbouring communities, and who ultimately owns and controls the project.
Why the scale of the Texas queue makes this urgent
The order lands against a backdrop of extraordinary demand. ERCOT is currently considering more than 474GW of connection requests — over five times the state's record peak electricity demand — with roughly 90 percent of that capacity attributed to data centre load. The audit follows Abbott's June directive to shield residential ratepayers from the cost of data centre expansion, and it closely trails ERCOT's newly approved batch-based connection framework, described by officials as the first instance of an independent system operator adopting such rules for large-load users.
That framework groups projects into batches, studies grid needs collectively, and allocates transmission capacity according to what the network can actually support — a marked departure from processing requests purely in the order they arrive.
UK grid connection queues are under comparable strain
UK buyers should not read this as a Texas-only story. Ofgem figures show contracted offers in the UK's demand connection queue rose from 41GW in November 2024 to 125GW by June 2025, with around 50GW of that total tied specifically to datacentre projects. Separate reporting has put the number of datacentres in the queue at roughly 140, with combined demand potentially exceeding current UK peak electricity use.
The pressure is most acute around London, where outstanding requests have been estimated at 400GW, though Ofgem itself expects 60 to 70 percent of that pipeline may never materialise. Even without new reforms, DCD has reported UK datacentre connection waits of five to ten years, with some dates stretching into the 2030s — a timeline that already reshapes how power and energy planning has to work for new UK sites.

UK reforms echo the same audit-style logic
Ofgem and NESO are moving the UK away from a strict "first come, first served" queue toward a "first ready and needed" model, explicitly designed to filter out speculative or "zombie" projects and prioritise schemes that are genuinely ready to build. NESO's reforms could clear more than 750GW from the current queue, with as much as 64 percent of contracted projects potentially losing their place if they are not ready or aligned with the 2030 plan.
The gatekeeping mechanics look strikingly similar to what Texas has just mandated by audit. Ofgem is consulting on refundable deposits, progressive commitment fees, upfront non-refundable deposits, and evidence of secured financing or planning permission before a project can hold its place in the queue. Ownership structures, water usage, self-generation capacity, and community impact are all now plausible disclosure requirements on both sides of the Atlantic, and UK policymakers have repeatedly framed AI datacentres as strategically important even as they tighten entry conditions.
Buyers should treat this as a capex-timeline issue, not just a compliance issue.
