Ofgem has opened a consultation on a new Datacenter Commitment Fee that would charge developers for every megawatt they request from the grid. For UK buyers weighing AI infrastructure expansion, this changes the maths on speculative land-banking, colocation contracts and UK data centre power challenges almost overnight.

What Ofgem is actually proposing
Ofgem's consultation, running until 16 September 2026, sets out a fee that datacentre developers would pay the moment they accept a grid connection offer, according to The Register. The fee would be refunded once the facility is actually energised and drawing power, but forfeited if the project pulls out of the queue early. Ofgem is suggesting a range of £237,500 to £712,500 per megawatt, which it estimates equates to roughly 2.5 to 7.5 percent of average project costs.
Alongside the fee, Ofgem wants developers to prove they are serious about a project to keep their place in the queue, through milestones covering financial capability, commercial maturity and procurement activity. This is a direct response to the practice Omdia principal analyst Alan Howard described: developers securing multiple land parcels, requesting a grid connection for each one, and only committing to the sites that get approved.
Why the queue exploded
Ofgem says connection applications for electrical supply have surged from 41 gigawatts to 125 gigawatts in under a year, with datacentres accounting for at least 80 GW of that new demand. Eleanor Warburton, Ofgem's director for Energy System Design and Development, put it plainly: "Britain's electricity demand connections queue has more than tripled in size in less than a year, and consumers should not bear the risks created by speculative projects taking up space in the system."
The government's own AI Opportunities Action Plan, launched last year, arguably made this worse by pushing streamlined planning through AI Growth Zones without first confirming the grid could keep pace. An AI Energy Council was later set up to try to close that gap, but developers on the ground were already reporting waits of "a number of years" for substation upgrades before the queue even tripled.
What the fee means for cost planning
For a 100MW campus, the proposed fee range implies an upfront cash commitment of between roughly £23.75m and £71.25m at the point a connection offer is accepted — money that sits with Ofgem until the site energises. That is a meaningful new line item for anyone modelling total cost of ownership, and it lands on top of existing UK power pricing pressures that already make AI infrastructure power bottlenecks a board-level concern rather than a facilities issue.
Buyers who currently treat grid connection applications as a low-cost way to hedge site options will need to rethink that approach. Multiplying land parcels and connection requests across several regions, a common tactic to date, becomes materially more expensive once each request carries a refundable-but-forfeitable fee attached to it.

Timeline and procurement implications
The milestone criteria Ofgem is consulting on — financial capability, commercial maturity and procurement progress — will effectively force developers to show their working much earlier in the project lifecycle. That favours buyers who already have committed capital, signed equipment orders and a clear operational roadmap, and disadvantages those still in early feasibility.
This has knock-on effects for anyone financing new server infrastructure: lenders and investors are likely to want evidence of queue standing and fee payment status before releasing capital, since a stalled connection application now has a direct cash cost attached rather than just a delay.
How the market is responding
Telehouse, which operates five datacentres in the London area, has broadly welcomed the direction of travel. Mark Pestridge, managing director of Telehouse Europe, said Ofgem's proposal "is an important initiative, but it must be implemented in a way that maintains the UK's attractiveness as a destination for AI and digital infrastructure investment," adding that a refundable fee-based approach should create a more transparent connections process without deterring serious investors.
Pestridge also flagged the limits of this reform: sorting the queue does not add a single extra megawatt of grid capacity. He argued the underlying fix requires sustained investment in the grid and much closer coordination between operators, councils, National Grid and network operators from the earliest planning stages, so that viable projects are not still delayed once speculative demand has been cleared out.

What UK buyers should do now
Before the consultation closes, procurement and infrastructure teams should stress-test their site strategy against the proposed fee range rather than waiting for a final rule. That means reviewing how many live connection applications are attached to a single campus plan, and whether colocation, where the landlord absorbs connection risk, now looks more attractive than an owned build.
It also means tightening internal numbers before committing capital: teams should plan AI GPU requirements and cross-check them against realistic power delivery dates, track GPU rack power density trends to size future capacity correctly, and confirm hardware procurement timelines through platforms like the Dell server configurator or HPE server configurator so that equipment orders — one of Ofgem's suggested proof points — are already in motion when a connection offer arrives.
