Prime Minister Andy Burnham has installed Patrick Vallance, the former Science Minister, to chair a central government AI Taskforce answering directly to No.10. The Taskforce sits within a newly created Office for the Prime Minister and the Cabinet (OPMC), which the Cabinet Office confirmed on 22 July will also house No.10, Burnham's recently established No.10 North operation based at Heron House in Manchester, and "core Cabinet Office functions serving the PM and Cabinet". The Cabinet Office has framed the Taskforce's remit explicitly around delivery, describing an ambition to replicate the Vaccines Taskforce model — "an empowered unit, with clear accountability to the Prime Minister" — and applying it to public-sector AI adoption and transformation.
Centralisation from a self-declared decentraliser
The optics are notable. Burnham has positioned himself publicly as a decentraliser, yet this reshuffle pulls AI security oversight, public-sector AI delivery and core Cabinet functions more tightly around No.10 rather than distributing them across departments. For infrastructure buyers who deal with government procurement, security clearance regimes or public-sector AI contracts, this matters: decision rights over AI security policy and public-sector adoption are now concentrated in a single Cabinet-adjacent unit rather than spread across a departmental structure that buyers had spent recent years learning to navigate.
Sovereign capacity ambitions still the backdrop
None of this changes the underlying capacity targets already on the table. The government has previously set a goal of increasing sovereign compute capacity by at least 20-fold by 2030, and its AI Growth Zones policy — intended to fast-track AI-enabled data centres with enhanced access to at least 500MW of power and supportive planning treatment — remains the primary vehicle for that expansion. Culham in Oxfordshire, at the UK Atomic Energy Authority site, was named as the first pilot zone, and as of April 2025 some 200 local authorities had expressed interest in hosting similar zones. A prior commitment to a £900m supercomputer for training domestic AI models also remains part of the state's compute-building ambition.
For buyers evaluating whether to commit capital to on-site infrastructure or lean on external capacity, the practical question is whether Vallance's Taskforce accelerates delivery of these zones and grid access commitments, or whether it becomes another layer of coordination sitting above an already fragmented delivery landscape. Those weighing the economics of building an on-premise AI cluster versus depending on future Growth Zone capacity should treat the Taskforce as a signal of intent rather than a guarantee of near-term power or planning relief.

Machinery churn: a warning sign for delivery timelines
The wider reorganisation carries risk for anyone relying on stable government digital delivery structures. The Government Digital Service (GDS) — which began in the Cabinet Office, moved to DSIT in 2024, and now moves again into the Department for Digital, Culture, Media and Sport alongside a telecoms remit — has drawn criticism from within its own ranks. Former GDS product lead Angela Hilton, writing on LinkedIn, warned that GDS staff have "belonged to 3 departments in as many years" and questioned whether repeated restructuring was needed at this point, noting that each move "takes time, costs money and massively impacts delivery".
This pattern of departmental reshuffling — DSIT's break-up, GDS's third home in three years, and the AI Taskforce sitting apart from both inside the OPMC — suggests infrastructure buyers dependent on public-sector AI procurement pipelines or digital transformation programmes should expect continued short-term friction even as long-term capacity ambitions stay intact. DSIT had separately been building policy capability, including recruiting 25 scientists and technologists with AI, semiconductor and quantum expertise; how that capability now distributes across the new structure is unresolved.
Regulatory posture: light touch, still evolving
Vallance's own track record points to continuity rather than upheaval on regulation. He has previously backed a light-touch approach to emerging technology oversight and recommended a regulatory sandbox for testing AI under supervision — an approach later reflected in government policy, with a sandbox overseen by the Digital Regulation Co-operation Forum and backed by £2m of funding. Buyers planning deployments involving regulated data or safety-critical applications should expect the UK to continue favouring supervised experimentation and multi-regulator oversight over a single dedicated AI regulator, consistent with the direction set out in the government's AI whitepaper.
