Is the Dell Pro 14 Essential a Copilot+ PC?

No. Microsoft's Copilot+ tier requires a 40+ TOPS NPU. The Intel Core 5/7 (Series 1) builds have no NPU, and while the stocked Ryzen 7 250 carries AMD Ryzen AI silicon, its NPU is rated at 16 TOPS (AMD figure) — below the bar.
