We measured the email-spoofing protection of 907 UK councils, NHS bodies, universities, police forces and fire services on 19 September 2026, against the government's own public-sector email guidance. Every organisation can look up its result, and each gap comes with the official fix.

Key findings
What the records show
- 653 of 907 (72%) UK public bodies publish an enforcing DMARC policy: receiving mail servers are told to reject or quarantine email that fails authentication.
- 260 (28.7%) meet every control in the GOV.UK guidance that can be measured from public DNS. The controls most often not yet in place are MTA-STS (33.8% publish a policy) and TLS reporting (45.9%).
- Enforcement varies by sector: police forces 100% · councils 95.3% · fire and rescue 85.7% · universities 58.9% · NHS bodies 39.7%.
- 63 NHS domains that send or receive email publish no DMARC record. Most NHS staff email runs on NHSmail (nhs.net, p=reject), but organisations’ own domains remain open to spoofing until they publish a policy.
- 35 domains exceed SPF’s 10-lookup limit, which makes the SPF check return a permanent error at receiving servers (RFC 7208).
- 107 DMARC records and 284 TLS reporting records still name an NCSC Mail Check address, six months after the service was retired on 31 March 2026.

What UK public bodies are asked to do
Every result in this study is measured against published UK government guidance, quoted below; none of it is our opinion. GOV.UK’s Securing government email states: “This guidance applies to all email domains that public sector organisations run on the internet.” Controls are split by what a domain does: a domain that sends or receives email has one set, a domain that sends none has another (Protect domains that don’t send email).

The NCSC retired Mail Check on 31 March 2026 (NCSC). Its addresses were on
mailcheck.service.ncsc.gov.uk; GOV.UK guidance also recommends a central DMARC reporting address, dmarc-rua@dmarc.service.gov.uk. How we measured it
How these figures were produced
- Population (907 organisations): every UK principal council (GOV.UK and ONS registers), NHS trusts, ICBs, health boards and HSC trusts (NHS ODS, NHS England, NHS Scotland, NHS Wales and nidirect lists), UK universities (OfS register and devolved lists), territorial and special police forces (data.police.uk and force sites) and fire and rescue services. Registers are used under the Open Government Licence v3.0.
- Domain: each organisation’s own primary domain, checked against its MX records and addresses published on its own website. Where staff use a shared service (such as nhs.net), the organisation’s own domain is measured.
- Measurement: one passive pass on 19 September 2026 using DNS-over-HTTPS (Cloudflare, Google as fallback) with retries. Records read: _dmarc TXT, the root TXT (SPF), MX, _mta-sts TXT and the published MTA-STS policy file, and _smtp._tls TXT. No mail server was contacted and no email was sent.
- Profiles: a domain with MX records, or whose SPF authorises senders, is assessed as sending or receiving email; any other domain against the GOV.UK guidance for domains that send no email.
- Classification: DMARC enforcing means p=reject or p=quarantine applied to all mail (RFC 7489). SPF DNS lookups are counted recursively across include and redirect (RFC 7208). Unresolved lookups are reported as unresolved, never as missing.
- Verification: sample results were re-checked by hand with dig; every figure on this page is computed from the published dataset. Breakdowns with fewer than 10 organisations are not shown.

Questions
What is DMARC?
DMARC (Domain-based Message Authentication, Reporting and Conformance) is a DNS record that tells receiving mail servers what to do with email that claims to come from a domain but fails SPF and DKIM checks. p=reject tells them to refuse it, p=quarantine to treat it as suspicious, and p=none only to report it. Only quarantine and reject stop a domain being used to spoof email.
What email security standard applies to UK public sector organisations?
GOV.UK's "Securing government email" guidance (last updated 4 March 2024) states: "This guidance applies to all email domains that public sector organisations run on the internet." It requires DMARC, DKIM and SPF records, DMARC and TLS reporting, and an MTA-STS policy for domains that receive email. The companion "Set up government email services securely" guidance says DMARC should rise from p=none to p=quarantine or reject, and SPF should use at least a soft fail (~all). Domains that do not send email have their own guidance: an SPF record of v=spf1 -all and a DMARC record of p=reject.
How many UK public bodies enforce DMARC?
Of the 907 bodies measured on 19 September 2026, 653 (72%) publish an enforcing DMARC policy (reject, or quarantine applied to all mail). Police forces lead at 100%. 260 (28.7%) meet every control in the GOV.UK guidance that can be measured from public DNS.
Why do some NHS bodies have no DMARC record?
Most NHS staff email is sent through NHSmail (nhs.net), which publishes p=reject. Many NHS organisations also run their own domain, and those own domains can still be used to spoof email. On 19 September 2026, 63 NHS domains that send or receive email published no DMARC record. The census measures each organisation's own domain, not nhs.net.
What happened to NCSC Mail Check?
The NCSC retired Mail Check on 31 March 2026. On 19 September 2026, 107 DMARC records and 284 TLS reporting records still named a Mail Check address (mailcheck.service.ncsc.gov.uk). That is a fact about the published records only; it says nothing about whether reports are still received.
